ASEAN Clean Tourist City Standard in Lao PDR

While cities are well developed across the region, some are only just emerging as tourism destinations. This is the ideal opportunity to encourage cities to develop as they are gateways to the country first welcoming tourists. It is crucial for national and regional tourism development to maintain and enhance the good image and reputation of cities— the ‘face’ of the country—where cultural, natural, historical and agricultural tourist attractions or man-made tourist attractions.

The purpose of the ASEAN Clean Tourist City Standard (ACTCS)

is a tool that will improve the quality of tourism in their cities. It is strategically important for cities to strive to develop beautiful areas, improve their environment and sanitation, enhance urban spaces and promote the attractions they have to offer. Certainly, the tourist hospitality and welcome in urban areas are very important because many tourist attractions are located in and adjacent to the cities. Thus, introducing and establishing the ASEAN Clean Tourist City Standard is necessary, providing ASEAN member states with common benchmarks to aim for in order to achieve greater tourist satisfaction, more tourists, help protect the environment, reduce the effects of climate change and contribute to improving the quality of life for the local people.

What you need to know

Certification will be coordinated by the National Steering Committee for the Clean Tourist City Standard
Cities are able to apply at any time (there are no restrictions on the number of cities)
Provincial Steering Committees carry out the assessment and report to the National Steering Committee
The National Steering Committee visits the city and conducts its own assessment
The National and Provincial Steering Committees approve the final result of assessment
The National Steering Committee will award the certificate and plaque to the successful city
The certificate is valid for three (3) years
The awarded cities will be reassessed every 3 years

Major Criteria of ASEAN Clean Tourist City Standard

Major Criteria No.1: Environmental Management

Consists of: Urban planning, implementation of environmental regulations, reduction of water, air and noise pollution, environmentally friendly transportation system and sustainable use of energy.

Major Criteria No.2: Cleanliness

Major Criteria No.4: Awareness-building about Environmental Protection and Cleanliness

Major Criteria No.6: Health Safety and Urban Safety and Security

Option 1: On-line Application forms and submit documents via website

Step 1: Responsible organization download the self-assessment form
Step 2: Responsible organization undertakes a self-assessment by using the downloaded self-assessment form (Please consult with the relevant department of Provincial DICT or MICT for more advice)
Step 3: Responsible organization submits the application from and the self-assessment form and attachments on line via website
Step 4: Responsible organization waits for a response from Provincial DICT or MICT (within 1-3 weeks) by phone and email and online
Step 5: ASEAN Tourism standards certification boards and assessors visit the place and undertake assessment/audit at the appointed time
Step 6: Notify the assessment/audit results to the Responsible organization (within 1-3 weeks) by phone and email and online
Step 7: Give the award and the ASEAN tourism standard certificate
