ASEAN Community Based Tourism Standard in Lao PDR

Community Based Tourism (CBT) is tourism that is community owned and operated,and managed or coordinated at the community level that contributes to the well-being ofcommunities through protecting socio-cultural traditions and natural and cultural heritage resources.

The ASEAN Community Based Tourism Standard

will be adopted to create quality services, improve facilities and develop human resources in Community Based Tourism destinations. It will provide direction to communities on better professional management of tourism. CBT will create a quality visitor experience by showcasing community livelihoods and natural and cultural assets in a presentable, safe and attractive manner.

What you need to know 

For any CBT venture to be awarded the Standard, the pre-requisite entry requirements are:

  1. An elected CBT Committee exists that can represent community interests outside the community and coordinate CBT activities within the community
  2. CBT Committee members must be free of a criminal record
  3. The CBT initiative includes CBT Members or Member sub-committees responsible for specific tourism products and services
  4. The CBT Committee has completed a self-assessment of performance against the Standard
  5. The CBT initiative has been registered with the relevant CBT Administration Authority (MICT or DICT) based on the self-assessment
  6. The CBT initiative has been registered or has been operating for at least one year
  7. The CBT initiative has been endorsed by the CBT Administration Authority for assessment towards certification.

Major Criteria of ASEAN Community Based Tourism Standard

Major Criteria No.1: Standards for community ownership and management

Effective and transparent management, recognition of legitimate establishment, and effective partnerships.

Major Criteria No.2: Standards for contribution to social well-being
Major Criteria No.3: Standards conserving and preservation the environment
Major Criteria No.4: Standards for encouraging interaction between the local community and guests
Major Criteria No.5: Standards for quality tour and guiding services
Major Criteria No.6:Standards for ensuring quality food and beverage services
Major Criteria No.7: Standards for ensuring quality accommodation
Major Criteria No.8: Standards for ensuring the performance of (in-bound) CBT Friendly Tour Operators (FTO)
Major Criteria No.9: Safety and health of the community
Major Criteria No.10: Innovation, creativity and use of technology in the community

Option 1: On-line Application forms and submit documents via website

  • Step 1: Responsible organization download the self-assessment form
  • Step 2: Responsible organization undertakes a self-assessment by using the downloaded self-assessment form (Please consult with the relevant department of Provincial DICT or MICT for more advice)
  • Step 3: Responsible organization submits the application from and the self-assessment form and attachments on line via website 
  • Step 4: Responsible organization waits for a response from Provincial DICT or MICT (within 1-3 weeks) by phone and email and online 
  • Step 5: ASEAN Tourism standards certification boards and assessors visit the place and undertake assessment/audit at the appointed time 
  • Step 6: Notify the assessment/audit results to the Responsible organization (within 1-3 weeks) by phone and email and online
  • Step 7: Give the award and the ASEAN tourism standard certificate
Option 1: Off-line Application forms and submit documents at the Provincial DICT or MICT

  • Step 5: ASEAN Tourism standards certification boards and assessors visit the place and undertake assessment/audit at the appointed time

  • Step 7: Give the award and the ASEAN tourism standard certificate
